IFS Sushil Kumar: Another Ashok Khemka, 10 transfers in 13 years, transferred from Una in just 3 days

Chandigarh/Una. You will hardly forget the name of the famous IAS officer Ashok Khemka. During his 25 years of service, he was transferred more than 55 times. He was not pleasing to the eyes of every government official. There is a similar officer in Himachal Pradesh, who has been transferred 13 times in 10 years of service. However, now the Central Administrative Tribunal (CAT) Chandigarh Bench has put a stay on his transfer.

Actually, CAT has put a stay on the transfer of Indian Forest Service (IFS) officer and Deputy Conservator of Forest Sushil Kumar posted in Una, Himachal. The tribunal has issued orders to the Union Environment Ministry and Principal Secretary (Forest Department), Himachal Pradesh. .

Let us tell you that Sushil Kumar is a Forest Service Officer of Himachal Pradesh Forest Service Cadre 2008. Only three days after Sushil Kumar was posted in Una, the department had issued the order for his transfer to Rampur. He had filed a petition in the tribunal against this order. Canceling this decision of the department, the tribunal has ordered a stay on Sushil Kumar’s transfer until his tenure is completed.

On June 24, 2008, IFS Sushil Kumar joined the Himachal Pradesh Forest Service Department. He was trained in Dehradun for two years from 2008 to 2010. After this, he worked as Assistant Conservator of Forest (ACF) in Chaupal, Shimla from 2020 to 2012.

Lawyer’s argument- Department made repeated transfers

Sushil Kumar’s lawyer Advocate DR Sharma argued before the tribunal that the department had transferred Sushil more than 10 times during his 13-year tenure. In February 2012, he was posted as ACF in Una, where he remained posted till August 2012. From Una, he was posted as General Manager in Bilaspur R&T Factory. He stayed in Bilaspur from 2012 to 2014. From here he was posted as DFO in Flying Squad Bilaspur for a few months. In April 2015, he was transferred to CCF office as DFO, Headquarters Wildlife (South), Shimla, where he stayed for only two months. In the year 2015 itself, Sushil Kumar was transferred to DFO Renuka District Sirmaur. He worked here till 2018.

Transfer again in three days after four months

In the year 2018, he was again transferred to Shimla (T) as DFO. After this, in August 2021, the applicant was transferred to DFO Renuka. Four months later, in December 2021, he was sent to IDP Una as District Project Officer. After nine months from here, in September 2022, he was transferred to the post of DFO at District Headquarters Bilaspur, where he worked for about four and a quarter months.

Transfer order issued only three days after posting

Sushil Kumar was inducted into IFS through a notification issued on 31 January 2023. On 14 February 2023, he was once again transferred from Bilaspur and sent to Una. As per the recommendations of the CSB constituted on January 28, 2014 and the notification issued by the Central Government, he was posted as DCF (T) in Una. On February 17, 2023, three days after Sushil joined Una, the department issued a notification ordering him to be transferred from DCR Una to DCF (T) Rampur. He had filed a petition in the tribunal against this decision. Which has now been banned.
